Shares of construction companies surged in premarket trading Tuesday, after Bloomberg reported that the Trump administration is preparing a nearly $1 trillion infrastructure plan. U.S. Concrete Inc.’s stock USCR, +19.64% led group by soaring 18% in premarket trading. Among other more-active stocks in the early going, Mexico-based Cemex S.A.B. de C.V.
